Furnace Vent Too Low

I discovered that a lot of debris has been getting sucked into the furnace room from outside of my home through the vent. I did a little research and this is not supposed to happen if the vent was installed properly. It is required to be installed at least 12 inches above expected snow level. Alpine Homes installed the vent about 4 inches above the grade. This causes problems with airflow obviously. It is also required to be at least 4 feet below a window which this vent is also not following that code either. Why can't a professional company like Alpine Homes get simple things like this correct? I am guessing it is easier to do it the wrong way sometimes. This was clearly against code. And the buyer has no idea what these codes are. Plus the city inspectors are far from thorough and Alpine Homes got away with it.

Notice the white vent low on the house. That is supposed to be higher but Alpine Homes decided to place it too low and now we have a problem because I am tired of getting dirt in my house and Utah tends to get snow.

Did some more research and it looks like improperly vented furnace and water heater can cause carbon monoxide. It can also cause a FIRE. At minimum it will decrease the life of the utility units and decrease their efficiency. This is very irresponsible of Alpine Homes. They basically said sorry but we are not willing to fix the issue we caused. It is now up to me to keep the vent clear. Even though they installed it wrong.
