Leaking outside faucet

The faucet on the north side of our house is malfunctioning causing it to leak profusely when the water flow is stopped at the hose.

If I turn off the water flow with a nozzle on the hose it leaks from the faucet that was installed by Alpine Homes. The one they installed on the other side of the house does not. The correct function is to not leak water.
